The Soundkeeper was appointed guardian of all sounds and noises, past present, and future.

"And all these sounds, when one is used, would be carefully placed in alphabetical order and neatly kept for future reference."   (148)  "As you know, a sound that is not heard disappears forever and is not to be found again." As more people moved to town, they used more and more sounds.  Often using ugly sounds. It became difficult to hear over the people.  The Soundkeeper collected fewer sounds because they weren't worth it.  Many say this happened when Rhyme and Reason were banished. Dr. Discord tried and failed to cure everyone of bad sound.  The Soundkeeper became furious and decreed that all will be silent since sound was not appreciated.
