Progressive hiring would be happening or developing gradually or in stages; proceeding step by step. In what ways was the hiring practices restricted by convention - customs of the time period?  Think about how Dorothy got her job in this time period of racial discrimination and segregation. Do you think the company did the best it could under the circumstances of the time period?
